Energy and Climate Helpdesk of the Municipality of Bergamo

Pathway towards climate neutrality by 2030

In Bergamo, the new Energy and Climate Helpdesk has been established to guide and support citizens, businesses, condominium administrators and owners, as well as local organizations, in navigating the energy transition.

This is a free, simple, and accessible service provided by the Municipality of Bergamo to support the local area in a concrete pathway towards climate neutrality by 2030.

The project is funded by the European Union through Climate-KIC (the European climate innovation agency) with a total budget of €130’000.

The initiative is part of the Climate City Contract within the European Mission “100 Climate-Neutral and Smart Cities by 2030”, in coherence with the Sustainable Energy and Climate Action Plan (SECAP) and the Climate Transition Strategy “Cli.c Bergamo”.

The objective is to provide a single, clear, and accessible point of reference to help users navigate energy incentives, energy efficiency, building renovation, renewable energy, and climate change adaptation solutions. It aims to simplify access to information and support informed decision-making through a free service based on the One Stop Shop model.

The services offered include up-to-date information on incentives and funding calls, utility bill analysis, guidance on building renovation, information on photovoltaic and solar thermal systems, support for the establishment and management of self-consumption schemes, consultancy for joining energy communities, clarification on regulations related to indoor climate comfort, and dedicated services for businesses. The team also helps users identify the different professional roles involved in energy renovation processes, facilitating understanding of the required expertise.

In addition to training webinars and public meetings with citizens and condominium administrators to explore topics such as Self-Consumption Configurations for Renewable Energy Sharing and energy incentives, the Helpdesk provides a dedicated service allowing citizens to book one-to-one appointments to address specific questions related to energy efficiency.

A dedicated service is also available exclusively for municipal employees, who receive a monthly newsletter, participate in training sessions on energy and climate topics delivered by certified professionals, and can rely on the Helpdesk for support in managing ongoing procedures.

The service is managed by a specialized team combining technical, digital, and communication expertise: R2M Solution, responsible for technical coordination and development of the One Stop Shop model, and Lombardy Energy Cleantech Cluster – LE2C, in charge of communication activities, stakeholder engagement, and territorial networking.

THE ROLE OF TERRARIA

TerrAria is a project partner and is responsible for the following activities:

  • providing specialist support to the Energy and Climate Helpdesk in enhancing and disseminating energy incentive opportunities through technical analysis and interpretation of incentive schemes, aimed at developing dedicated information sheets on active incentives that are clear, reliable, and immediately usable. It also manages citizen appointments, organizing approximately 30-minute online meetings to address questions related to energy efficiency in the building sector;
  • drafting monthly newsletters for Municipal Offices;
  • organizing 5 public events aimed at presenting, disseminating, and promoting the activities of the Energy and Climate Helpdesk:
  1. First event – Launch press conference dedicated to the official presentation of the Energy and Climate Helpdesk and its operational objectives.
  2. Second event – Initiative structured in two sessions: a meeting for condominium administrators focused on the opportunities and strategic value of collective self-consumption, and a session for citizens presenting the services offered by the Helpdesk.
  3. Third event – Event structured in two sessions: a technical workshop with condominium administrators, including case studies on collective self-consumption, and a meeting with citizens focused on raising awareness about correctly reading energy bills as a tool for cost control and reduction, as well as explaining how to access the most suitable Self-Consumption Configuration for Renewable Energy Sharing.
  4. Fourth event – Information session for citizens focused on presenting and clarifying the main energy incentives confirmed by the 2026 Budget Law, with particular reference to Bonus Casa, Ecobonus, and Conto Termico 3.0.
  5. Fifth event – Final closing event dedicated to summarizing the activities carried out, presenting results, and consolidating the key messages emerging from the Energy and Climate Helpdesk pathway.
