Securing incentives for the energy retrofit in Desio

TerrAria supported the Municipality of Desio throughout the process that led to securing incentives under Conto Termico 3.0 (CT 3.0) for the energy retrofit works carried out at Tolstoj Primary School.

Conto Termico 3.0 is a government incentive scheme managed by the Energy Services Manager that supports energy efficiency measures and the production of thermal energy from renewable sources in buildings. For school buildings, the incentive may cover up to 100% of eligible costs, making it a valuable tool for supporting investments by Public Administrations.

As part of its Energy Manager service, TerrAria, in collaboration with Agenzia InnovA21, assisted the Municipality of Desio throughout every stage of the incentive application process.

This support enabled the Municipal Administration to access the funding made available through CT 3.0 to support the energy efficiency measures implemented at the school, contributing to the enhancement of the public building stock and the reduction of energy consumption.

The works carried out at Tolstoj Primary School and approved for Conto Termico 3.0 incentives included two types of interventions:

  • A – Thermal insulation of opaque surfaces enclosing the conditioned volume

Thermal insulation was installed on a section of the school building roof by adding a new insulation layer to reduce heat loss and improve the energy performance of the building envelope. The thickness and characteristics of the insulating material were designed to achieve a roof thermal transmittance below 0.20 W/m²K, the threshold required to qualify for CT 3.0 incentives for buildings located in climate zone E.

  • B – Replacement of transparent building elements, including window and door frames, enclosing the conditioned volume.

Several windows located within the roof section affected by the intervention were replaced with new high-performance thermally insulated units. The installed windows comply with the maximum thermal transmittance limit of 1.3 W/m²K, required to qualify for CT 3.0 incentives for buildings located in climate zone E.

The interventions were carried out with the aim of improving the energy efficiency of the school building, enhancing indoor comfort, and reducing energy consumption, while at the same time increasing the value of the Municipality’s building assets.

Thanks to this support, the Municipality of Desio secured an incentive of approximately 385’000 € through the Conto Termico 3.0 scheme to support the energy retrofit works carried out at Tolstoj Primary School.

The amount awarded represents a significant financial contribution, enabling the Municipal Administration to maximise the value of its investment while substantially reducing the overall cost of the energy efficiency works. This outcome demonstrates how careful planning, thorough verification of eligibility requirements, and effective management of the incentive application process can provide a tangible opportunity for Public Administrations.

THE ROLE OF TERRARIA

TerrAria supported the Municipality of Desio in managing the incentive application and the entire administrative process, assisting the Municipal Administration throughout every stage of the procedure. The technical team prepared and processed all the documentation required to obtain Conto Termico 3.0 incentives, ensuring the proper execution of all administrative and technical activities necessary for submitting the application and supporting communications with the Energy Services Manager until the incentive was officially granted.

Among the documents required to access Conto Termico 3.0 incentives, TerrAria prepared the pre-intervention Energy Audit, a key tool for assessing the school’s energy performance.

The audit, prepared in accordance with current regulations and signed by a Certified Energy Manager, made it possible to reconstruct the energy performance of Tolstoj Primary School through the collection and analysis of the building’s geometric, construction, and plant system data. This activity was supported by on-site technical inspections and energy modelling using dedicated software. The resulting energy model enabled the assessment of the building’s energy performance, the identification of its main critical issues, and the evaluation of potential improvement measures, including estimates of costs, expected energy savings, available incentives, and investment payback periods.

TerrAria also prepared another key technical document required to obtain Conto Termico 3.0 incentives: the post-intervention Energy Performance Certificate, intended to certify the improvement in the building’s energy performance following completion of the retrofit works.

The Energy Performance Certificate was prepared upon completion of the works based on the updated characteristics of the building envelope and the interventions carried out, thereby certifying the effectiveness of the completed works and demonstrating the resulting improvement in energy performance. The Energy Performance Certificate was prepared and signed by a qualified energy certifier, who verified the accuracy and compliance of the reported data. As part of the incentive application, the post-intervention Energy Performance Certificate constitutes mandatory documentation to demonstrate compliance with the requirements of Conto Termico 3.0 and to certify the energy performance improvements achieved through the completed interventions.
