Climate Transition Strategies

A structured pathway to integrate mitigation, adaptation, and spatial planning

TerrAria, lead partner of the PoliAria grouping composed of the CCRR Lab of the Department of Architecture and Urban Studies and Consorzio Poliedra Politecnico di Milano, was selected by Fondazione Cariplo as Technical Assistance for the development of Climate Transition Strategy, co-funded under the “Call for ideas – Strategia Clima”. TerrAria provides technical support for the definition of the Climate Transition Strategy of two territorial areas selected through the published call:

  • Un filo naturale. A community that participates to transform the challenge of climate change into an opportunity”, coordinated by the City of Brescia in partnership with Parco delle Colline di Brescia, Fondazione Euro-Mediterranean Center on Climate Change (CMCC), and AmbienteParco Impresa sociale srl.
  • “Cli.C. Bergamo! – CLImate.Change Bergamo!” coordinated by the City of Bergamo in partnership with Parco dei Colli di Bergamo, Regional Agency for Services to Agriculture and Forestry (ERSAF), and Legambiente Lombardy Onlus.

 

Un filo naturale

The project “Un filo naturale” of the City of Brescia aims to counter rising temperatures and related phenomena while reducing territorial vulnerability. It focuses on increasing natural capital and biodiversity from a resilience perspective, identifying a set of pilot actions for climate change mitigation and adaptation, particularly aimed at creating new urban habitats capable of addressing:

  • increasingly frequent heatwaves, drought, and habitat loss by developing an “oasis city”,
  • the significant increase in extreme rainfall events by creating a “sponge city”,
  • citizens’ need for nature by fostering a “city for people”.

 

The action framework is complemented by measures for revising urban planning instruments, implementing climate monitoring systems and networks, capacity building, and citizen engagement and communication.

 

Climate Transition Strategy Brescia

Cli.C. Bergamo! – CLImate.Change Bergamo! 

The project “Cli.C. Bergamo! – CLImate.Change Bergamo!” aims to activate a process of urban transformation and increase awareness among local stakeholders, leveraging the opportunities offered by ecosystem services to address the impacts of ongoing climate change on the territory, such as extreme rainfall events, hydrogeological phenomena, and heatwaves.

The system of actions identified to prevent and address these phenomena—through an approach that is not merely defensive—aims to implement genuine environmental, social, and economic regeneration through a territorial Climate Transition Strategy developed by key local stakeholders, supported by a widespread network of local actors.

The actions are interconnected and integrated and include: structural adaptations and hydraulic defense works, expansion of green networks, reduction of artificial surfaces, and protection of urban biodiversity; early warning systems; communication, information, and public awareness pathways; and support to public administrations for capacity building.

PoliAria grouping

In 2024, PoliAria supported 5 territories in designing their strategies, and 3 of these obtained funding:

  • Municipality of Bussero – CLIMArt Clima Martesana, grouping composed of the Municipality of Bussero (lead partner), Gessate and Gorgonzola, together with Agricultural Park North East, Legambiente “La Poiana” association, and Agency InnovA21.
  • Lecco ECO Platform: urban regeneration, natural ecosystem restoration, and social participation in response to climate change, grouping composed of the Municipality of Lecco (lead partner), Adda North Park, Legambiente Lombardia, and ANCI Lombardia.
  • “aGREENment – A Climate Transition Strategy for GruBrìa Park and the municipalities of Muggiò, Nova Milanese, Paderno Dugnano and Seregno integrating mitigation and adaptation actions, urban forestry and sustainable mobility”, grouping led by GruBrìa Park (lead partner), with the municipalities of Muggiò, Nova Milanese, Paderno Dugnano, Seregno, and WWF Insubria.

Climate Transition Strategy Martesana

Province of Monza and Brianza

At the same time, the Province of Monza and Brianza initiated the drafting of its Climate Transition Strategy to provide the territory with strategic guidelines for municipalities in the energy and climate transition.

THE ROLE OF TERRARIA

TerrAria was mainly responsible for project coordination and for defining the technical components, including: baseline analysis, in-depth assessment, and definition of actions, along with a preliminary cost analysis of the actions.

Following the approval of the Climate Transition Strategies of the municipalities funded by Fondazione Cariplo, the subsequent consultancy phase was successfully completed for both territorial contexts, focusing on quick-win activities such as the development of the Climate Platform, the definition and support for the launch of the One Stop Shop (OSS), as well as the establishment of a Renewable Energy Community (REC).

In particular, for all the strategies supported, TerrAria is responsible for defining all mitigation-related elements by conducting energy and emissions balance analyses of the territory and identifying specific actions to achieve the targets set in the Climate Transition Strategies.
