{"id":6233,"date":"2024-10-31T14:36:52","date_gmt":"2024-10-31T13:36:52","guid":{"rendered":"https:\/\/www.terraria.com\/?post_type=casi-studio&#038;p=6233"},"modified":"2026-03-27T14:48:18","modified_gmt":"2026-03-27T13:48:18","slug":"regional-strategy-climate-apulia","status":"publish","type":"casi-studio","link":"https:\/\/www.terraria.com\/en\/case-studies\/regional-strategy-climate-apulia\/","title":{"rendered":"Guidelines for drafting the Regional Strategy for Adaptation to Climate Change"},"content":{"rendered":"<h2>Climate study of the Apulia Region<\/h2>\n<p>The document of <strong>Guidelines for drafting the <a href=\"https:\/\/www.regione.puglia.it\/web\/ambiente\/-\/avvio-consultazione-pubblica-della-documentazione-tecnico-scientifica-e-delle-mappe-climatiche-regionali-del-documento-indirizzi-per-la-stesura-della-strategia-regionale-di-adattamento-ai-cambiamenti-climatici-sracc-comprensivo-di-allegati-e-delle-linee-g\" target=\"_blank\" rel=\"noopener\">Regional Strategy for Adaptation to Climate Change<\/a><\/strong> of the <strong>Apulia Region<\/strong> provides an <strong>analytical framework of the regional climate scenario<\/strong>, both <strong>present<\/strong> and <strong>past<\/strong> (through the analysis of rainfall and temperature data over the last 30 years), as well as <strong>future climate projections <\/strong>for the <strong>next 100 years<\/strong>, developed using meteorological model simulation databases provided by Euro-Mediterranean Center on Climate Change.<\/p>\n<p>The outputs produced represent an analysis of the knowledge framework related to climate in Apulia, with significant strategic and cross-sectoral value across broader areas of application at the regional level. For the first time, a detailed and in-depth local-scale climate study has been carried out in Apulia.<\/p>\n<p>The study assesses the main <strong>hazards related to climate change<\/strong> in the Apulia context, proposing a set of adaptation actions classified according to the territorial scope analyzed.<\/p>\n<p>By analyzing the territory of Apulia through the review of existing <strong>planning instruments<\/strong> and the various available bibliographic sources, it was possible to identify eight priority hazards for the region: Floods; Waterlogging; Landslides; Drought; Wildfires; Water security; Heatwaves; Coastal erosion.<\/p>\n<p>The analysis of <strong>climate risks<\/strong> associated with these hazards necessarily involves the characterization of current hazard levels and the assessment of their future variations, linked to changes in <strong>climate change indicators<\/strong>.<\/p>\n<p>For each main hazard affecting the Puglia Region, the <strong>future climate risk<\/strong> has been assessed, considering how climate change may influence the risk currently identified in existing planning instruments, based on the future evolution of the hazard according to the analyzed <strong>IPCC<\/strong> \u2013 Intergovernmental Panel on Climate Change <strong>scenarios<\/strong>.<\/p>\n<p>The study findings confirm the <strong>ongoing phenomenon of climate change<\/strong>, with rising temperatures and anomalous rainfall patterns compared to the past. To counteract and address climate change, it is necessary to initiate <strong>adaptation<\/strong> processes in order to anticipate adverse effects and adopt appropriate actions to prevent or minimize potential damage, or to seize emerging opportunities.<\/p>\n<p>The study takes as a reference the <strong>actions<\/strong> selected in the <strong>National Plan for Adaptation to Climate Change<\/strong>, which are associated with five \u201cmacro-categories\u201d specifying their design typology: information, organizational and participatory processes, governance, upgrading and improvement of plants and infrastructure, nature-based solutions (including ecosystem services), river, coastal and marine ecosystems, and built environment regeneration.<\/p>\n<p>Each action is associated with a \u201cmain sector\u201d of reference, the potential impacts generated, and the main action types, which are three:<\/p>\n<ul>\n<li><strong>Actions of type A (soft)<\/strong>: these do not require direct structural or material interventions but are preparatory to their implementation, contributing to the development of adaptive capacity through increased knowledge or the establishment of a favorable organizational, institutional, and regulatory context;<\/li>\n<li><strong>Actions of type B (non-soft \u2013 green or grey)<\/strong>: both involve material and structural intervention components; however, the former differ significantly by proposing \u201cnature-based\u201d solutions, i.e., the use or sustainable management of natural \u201cservices,\u201d including ecosystem services, to reduce the impacts of climate change. Grey actions, on the other hand, concern the improvement and adaptation of plants and infrastructure to climate change and can be further divided into actions on systems, materials and technologies, or on infrastructure and networks.<\/li>\n<\/ul>\n<h3><strong>THE ROLE OF TERRARIA<\/strong><\/h3>\n<p><strong>TerrAria, as the sole contract holder, collaborated with the Apulia Region<\/strong>, having been selected as an \u201cExpert providing operational support for the activities of the support structure for climate change adaptation for the Provinces\u201d for: Lot 2 \u2013 Foggia, BAT and Bari, and Lot 3 \u2013 Brindisi, Taranto and Lecce.
