CO20 is an innovative and advanced tool designed and developed by TerrAria and made available since 2011, created as a support tool for signatories of the Covenant of Mayors (Covenant of Mayors -Europe), called to build energy-emission budgets for their area of competence and to define a concrete action plan to achieve the goals set by the European Union (reducing greenhouse gas emissions by 55% by 2030, strengthening resilience, reducing energy poverty).
The software has been designed to allow periodic monitoring of the overall effectiveness of the intervention plan, also allowing the dissemination through the web of commitments made by the Agency. A system for the real-time monitoring of consumption of the utilities under the responsibility of the institution, called CO20Plus, was subsequently integrated into the CO20 software. With the presentation of the new Covenant of Mayors for Climate and Energy at the end of 2015, a new challenge has opened up: the introduction of the concepts of mitigation and adaptation to climate change in the new version of the software (CO20Adapt).
Product Application
CO20 is used by more than 300 local governments throughout Italy that have joined the Covenant of Mayors for the definition of their SECAP (Sustainable Energy and Climate Action Plans), the creation of energy–e mission inventories and the definition of concrete actions to achieve the goals set by the EU. In particular, CO20 enables:
- To build annual municipal energy-emission balances;
- ex-ante evaluation of the effectiveness of local interventions to achieve EU targets in terms of energy saving, emission reduction, increased production of energy from renewable sources, investment cost and payback time;
- monitor the overall effectiveness of the Emergency Response Plan over time;
- disseminate through the web the commitments made by the authority.
The tool uses different data sources, integrating:
- existing databases, such as Inemar (air emissions inventory), ISPRA (superior institute for environmental protection and research) and SIRENA (regional energy environment information system of the lombardy region), reported at municipal level;
- municipal context data from official sources such as ISTAT and ACI (automobile club of Italy);
- climate data, for the classification of Italian municipalities;
- specific local data, which can be entered, such as public sector consumption, data from distributors or local energy production.

CO20 integrates more than 60 specific methodologies to accurately quantify the energy and environmental interventions to be included in the SECAP, previously applied in the SEAP. This allows the software to be adapted to multiple territorial scenarios and types of intervention, ensuring a detailed and reliable evaluation.
Intuitive map interface
The software has an interactive map which displays the energy-emission balance on a territorial basis. This graphical representation facilitates the understanding and analysis of data, supporting decision-makers in planning and monitoring environmental actions.
Flexible updating and data entry
Users can update energy and emission data periodically through a user-friendly graphical interface or by importing data from Excel sheets, allowing dynamic and personalized management of information.
Integrated monitoring tools
CO20 allows you to monitor over time the implementation and effectiveness of interventions and measures taken, providing reports and comparative analysis to assess progress towards sustainability goals.
Export of data according to European standards
The software allows data to be exported according to the official templates of the Joint Research Centre (JRC), facilitating communication and reporting to supranational bodies and ensuring regulatory compliance.
